The mandate of this brief is to determine the evolutionary course within domestic and international law to a recognized claim by an individual of a Right To Counsel in civil cases as well as within criminal cases.

As a precursor to these accreditations, Touchstone Committee shall review and comment upon the diverse roles of claim to governance of territory by the individual [the Peoples] versus the claim by a statehead or constituted / chartered body. How is credence established. And, who - as independent observers - is qualified to accept or deny a Declaration of Statehood ? I.E., Does Might Make Right  in modern era terms of state-nation building and governance  within the precepts of international law ?

When one considers a challenge to historical dominion of the world; then, one should also consider two basic premises: Those things that contribute to your life; and, those things that contribute to your death.

To begin with, let us examine how one independent individual may collaborate with another sovereign person for the purpose of declaring a paramount or strongest position of non-regulation by another authority. Or, as it may be put : To declare with vigor, one's right of sovereign dominion over land and resources ahead of the claim of a traditional monarch or statehead.

And, within this context, let us review the evolution of the Hapsburg Empire to present day; and, therein, the impact upon any contrary contention of an individual person; i.e, the Peoples, that individual land title exists within the rightful and lawful claim of the individual by right of birth [whether by creationism divinity or by evolutionism].
