WHEREAS, many lands and resources of this Earth are constantly in dispute regarding governance

The application by the Coast Salish Quw'utsun Quamichan Peoples to the United Nations for a Primary Intervener Declaration is submitted with the intent of establishing an acceptable universal formula that will create

• A UN Land Peace Tribunal that will establish Rules of Order to be observed and honoured by Parties in matters of negotiations to provide agreements, wherein alien enterprises may occupy territories that are traditional to indigenous Peoples of the territories in question
• This UN Land Peace Tribunal [UNLPT] shall be accountable to the UN General Assembly
• The UNLPT shall have governing authority on territories in consideration during the Land Peace negotiations
• Land Peace Negotiations shall be concluded within a maximum of five (5) years
• In the event that a UN Land Peace Accord / Agreement is not concluded within the required 5-year proviso; then, there shall be a UN declaration that these said territories shall be recognized as universal territories [as a UN protectorate] administered by the United Nations; through which the UN shall administrate these said lands and resources through an Executive Board under the supervision of the Office of the UN Human Rights Commissioner
• The UN Land Peace Protectorate shall hold a democratic referendum every five (5) years in those designated territories to determine the will of the Peoples; namely, whether or not these indigenous Peoples shall choose to enter into Treaty or Trade relations as sovereign Peoples; and, whether or not these Peoples choose to become a fully accredited UN members state nation
• The UN General Assembly shall establish an international law Convention to define (a) indigenous Peoples, (b) Trade Relations; and, (c) Treaty Accord

Information: The Coast Salish Quw'utsun Quamichan Peoples have prevailed as indigenous Peoples of west coast North American territories [otherwise, traditionally name Turtle island North] for in excess of 10,000 years. Their hulquminum language is one of the most complex in the world; and, their creation stories hold fabric similar to other theistic practices around the world.
